Following discussions with the Leader and the appropriate ECC Directors, it has been resolved that my original Forward Plan request attached will be amended. In order to meet the programme requirements of the HIF Contract recently approved by Cabinet, advice provided from Essex Legal Services, has confirmed that the decision to submit the planning application for Chelmsford North East Bypass can be considered as a ‘stand-alone’ Cabinet Member Action and does not require a decision from Full Cabinet. A CMA seeking a decision to submit the Chelmsford North East Bypass Planning Application in June 2021 is currently being finalised and will be submitted for Cabinet Member Approval shortly.

A Cabinet Paper seeking authority to (i) enter into contract for the Advanced Works Packages, (ii) commence the CPO Process for land and (iii) seek tender prices for the main bypass works via Crown Commercial Services Framework will then be prepared for Cabinet approval later in the year. It is currently anticipated that the paper will be prepared to meet the Cabinet Committee Meeting scheduled for 23^rd November 2021
