The Council welcomes petitions and recognises they are one way in which people can let us know of their concerns.

All petitions should comply with our petitions policy and can be related to issues that affect the residents of Essex.

Parking Restrictions for Fifth Avenue Development in Harlow
The Fifth Avenue development (Torkilsden Way, Parish Way, Newstead Way, Bowhill Way, Gladwin Way) is used for parking by commuters and workers at local businesses based in Harlow Town Centre because they can park for free which is causing issues for residents as the parking is in breach of rule 243 of the Highway Code as emergency vehicles would not be able to access some of the roads, some of the parking is on bends and some parking blocks dropped curbs. Local residents with young babies in prams are repeatedly having to walk in roads as cars have parked so far on to the pavement there is no room for prams, which is endangering the pedestrians and young children. We would like the council to introduce a residents only parking restriction between 6am and 10am Monday to Friday to discourage commuters and workers from local businesses parking on the development.
