2. Recommendations 

Councillor Chris Whitbread – Chancellor of Essex (Cabinet Member with responsibility for Finance)

2.1 To agree to an addition of £1,283,120 to the 2025/26 Early Years Capital Programme to be fully funded from received Section 106 capital funding 

Councillor Tony Ball, Cabinet Member for Education Excellence, Life Long Learning and Employability 

2.2 Agree to award capital funding to the providers listed in Appendix B of this report to create 163 new early years and childcare places.

2.3 Agree to enter into funding agreements with the providers listed in Appendix B that set out the terms of the provision of such funding.

2.4 Agree that the Executive Director, Children, Families and Education is authorised to agree the final terms of the funding agreements to be put in place with the providers listed in Appendix B.
