That Councillor David Finch, Leader of the Council be elected/confirmed as Chairman of the Committee.

The minutes of the meeting held on Tuesday 21 March 2017 were approved as a correct record and signed by the Chairman.

Councillor Madden declared a Code interest in Agenda Item 6 (Approval for Member Attendance at the National Children and Adult Services (NCAS) 2017 Conference) and abstained from voting thereon, due to his role as a potential participant in the visit (Minute 6 below refers).

Resolved:
- That the attendance of two Members and three officers, to be determined, at the National Children and Adult Services (NCAS) Conference on 11-13 October 2017 in Bournemouth, at an estimated cost of £3710 (plus VAT) with additional approximate travel costs of £450, be approved.
- That a report feeding back the learning points from the Conference, and how these will be applied in ECC, be submitted to a future meeting of the Committee
