Since his election to the County Council in 1997 Councillor Bass has been involved in many aspects of County Council business: he served as Chairman of the Council from 2010-12 and Vice Chairman from 2008-10; between 2003 and 2007 he was the Cabinet Member for Highways and Transportation; prior to that he was the Cabinet Member for Finance and Resources from 2000.

Councillor Bass was a Member of Maldon District Council between 1967 and 2007. During that time he chaired many committees and was both Leader and Chairman of that Council for two separate periods. Councillor Bass has also been a member of Great Totham Parish Council since 1970.
