Roles and Responsibilities

Deputy to the Cabinet Member for Environment and Waste

County Councillor Kay Twitchen O.B.E. was Chairman of the County Council 2012-14.  She has represented Billericay and Burstead, in Basildon District since 2005, and previously represented Billericay South (1997-2005) and Thorpe (1989-1997).

Since her election to the County Council in 1989 Cllr Twitchen has been involved in many aspects of County Council business. From 2001 - 2005 she was the Cabinet Member with responsibility for Waste and the Environment and has driven forward the improvements with Overview and Scrutiny. Until recently she was the Chairman of the Scrutiny Board and the Children and Young People’s Scrutiny Committee. 

Councillor Twitchen has served on a number of outside bodies, particularly with regard to waste management and the environment, and chaired the LGA Environment Committee for 4 years.  She is a Member of the Committee of the Regions Environment Committee in Brussels.
