2. Recommendations

Cabinet Member for Housing, Planning and Regeneration:

2.1 Agree to enter into a Funding Agreement in the form at Appendix A) with Tendring District Council (TDC) to the value of £1.73m to enable delivery of three ECC-led Community Regeneration Projects, covering Clacton West and Jaywick Sands. The total estimated cost of the projects identified below is £1.73m, this is both Capital and Revenue expenditure due to be incurred between April 2024 and November 2027:

• Improved Bus Infrastructure for works to around 32 bus stops within Clacton Jaywick Sands (total estimated capital cost of £230,000)
• Improved Public Realm to enhance way finding between Clacton seafront and town centre, including new street furniture (£1.3m) 
• Fit out the Adult Community Learning (ACL) skills centre in the Clacton Hub, providing ten classrooms space and equipment for vocational courses including hospitality, health and social care (£200,000). 

2.2 The projects will be delivered through grant funding from the Ministry of Housing and Local Government (MHCLG), as part of the Tendring Community Regeneration Partnership (CRP) and Tendring District Council (TDC) are the accountable body.

2.3 Agree that the Director for Sustainable Growth in consultation with the?Section 151 Officer, the Director, Legal and Assurance and the Cabinet Member for Housing, Planning and Regeneration, is authorised to procure contracts for the works and award contracts if he is satisfied that sufficient funding is in place.

2.4 Agree to the addition of £1.53m to the ECC capital programme as outlined in the financial section to enable delivery of the schemes outlined above. The addition is to be fully funded from the capital grant due to be received by TDC via a funding agreement in relation to Community Regeneration Partnership Fund A.
