Agree to procure a concession contract for a provider to run the ‘Essex Energy Switch’ who will run collective energy switching schemes for Essex residents using an open single stage procurement procedure. The contract will run from February 2025 for an initial period of 3 years with an option to extend for a 2-year period.

Note that the estimated value of the concession contract will be between £264,000 - £924,000 for the 5-year period (if extended).

Agree that the concession contract will be procured using an evaluation model based on 30% price and 70% quality, of which 5% of the quality score will assess social value.

Agree to delegate to the Executive Director of Climate, Customer Services and Environment to agree the detailed evaluation model for the procurement of the concession contract.

Agree to delegate to the Executive Director of Climate, Customer Services and Environment, in consultation with the Cabinet Member for Environment, Waste Reduction and Recycling to award the contract to the successful bidder following completion of the procurement process.
