2.1
Agree to drawdown £1.695m from the Technology and Digitisation Reserve, as profiled in Table 1 in paragraph 6 of this decision, in order to maintain and develop the existing security operations centre and support cyber protection until March 2027.

2.2
Agree to continue to fund the Security Operations Centre Team (consisting of eight full time equivalent roles) until March 2027 from reserves as ECC continues to define and iterate its Cyber Security capabilities.
2.3
Agree to procure a replacement solution for ECC’s 24/7 security monitoring and alerting contract, using mini competitions on the Procurement Services ICT Managed Services & Consultancy framework Y23038 Lot 1, to expire in March 2027.
2.4
Agree that the high-level evaluation criteria for the 24/7 security monitoring and alerting procurements above will be 60% quality / 40% price. The total value is expected to be £420,000 over two years.
2.5
Agree that the Director, Essex Digital Service is authorised to award the contracts to the successful bidder following completion of the procurement process.
2.6
Agree to continue funding a third-party cyber incident response service until March 2027.
2.7
Agree that the Director, Essex Digital Service in consultation with the Director, Procurement is authorised to determine whether to extend the existing third-party cyber incident response service contract or to procure a new service contract.
