2. Recommendations

2.1 To agree and send to Chelmsford City Council, the ECC response to the Plan consultation as set out in Appendix 1 and to endorse these comments as the basis for ECC’s written representations to be submitted to the Planning Inspector appointed to conduct the independent Local Plan Examination.

2.2 To note that ECC will continue to work closely with CCC through the duty to cooperate role, to ensure ECC’s representations are addressed. In particular, the Infrastructure Delivery Plan (IDP) IDP Stage 2 report relates to the ‘Preferred Spatial Strategy’ and represents the position of the City Council as at August 2024. This will be subject to further refinement prior to submission for examination later in 2025. The next iteration of the IDP will reflect updated information based on the Plan to be submitted for examination, which will need to be agreed with ECC as a primary infrastructure provider.
