2.1 Agree the drawdown of up to £2.483m from the Transformation Reserve to fund additional ECC leadership capacity up to October 2025 to prepare for devolution and LGR, noting some of these costs may be funded by government grants that are yet to be confirmed or by contributions from partners as the programme across Greater Essex is finalised.
