2 Recommendations


2.1 Agree to provide a 1-year revenue grant to Essex NPOs and enter into a grant agreement with the following organisations for the amounts as detailed below, a total of £330,000. Payments to be made quarterly in arrears upon assurance of meeting agreed performance target: 
 
Mercury Theatre: £100,000 to be paid in quarterly instalments of £25,000 from April 2025 to March 2026 

Firstsite: £100,000 to be paid in quarterly instalments of £25,000 from April 2025 to March 2026 

ECDP: £60,000 to be paid in quarterly instalments of £15,000 from April 2025 to March 2026 

Colchester Arts Centre: £21,000 to be paid in quarterly instalments of £5,250 from April 2025 to March 2026 

Paperbirds: £20,000 to be paid in quarterly instalments of £5,000 from April 2025 to March 2026

Rhiannon Faith: £22,000 to be paid in quarterly instalments of £5,500 from April 2025 to March 2026 

Signals: £7,000 to be paid in quarterly instalments of £1,750 from April 2025 to March 2026  


2.2 Agree to delegate to the Director, Environment and Climate Action to agree final terms of the grant agreements.  ECC will retain the right to review and terminate grants should required performance targets not be met.  

2.3 Agree to drawdown of £330,000 in 2025/26 from the Leader’s Ambition Reserve to the Revenue Portfolio for Arts, Heritage and Culture to fund the grants set out in paragraph 2.1 of this report.
