2 Recommendations

2.1 Agree to undertake a mini competition using the Integrated Residential and Nursing (IRN) Framework Agreement to call off contracts for the block provision of a maximum of twelve (12) Recovery to Home beds within two (2) residential care homes in North East Essex. Contracts will commence on 1 November 2025 for a period of 24 months, but will contain provisions to extend for up to a further 24 months.. 
 
2.2 Agree that a maximum of twelve (12) beds may be block purchased across the two homes at any time throughout the contract period, at a maximum cost of £1.4m.

2.3 Agree to direct award a contract with Essex Cares Limited for the provision of the Reablement In-Reach Services for a period of 24 months commencing 1 November 2025 at a cost of £303,000.

2.4 Agree to direct award a contract with East Suffolk and North Essex NHS Foundation Trust (ESNEFT) for the provision of wrap around physiotherapy service for a period of 24 months commencing 1 November 2025 at a cost of £117,000.

2.5 Agree the appointment of one (1) Full Time Equivalent (FTE) Occupational Therapist to support the Recovery to Home model for 24 months from 1 November 2025 until 31 October 2027 at a cost of £132,000.

2.6 To note that the wrap around support, including Reablement In-Reach and therapy resource, is funded in the 2025/26 financial year through the North East Essex local Better Care Fund (BCF), including contribution from the Suffolk and North East Essex Integrated Care Board (SNEE ICB). The local BCF board favour the preferred approach and would continue to fund the wrap around support for 2 years plus a potential further 2 year extension, subject to approval of this EDD paper.
