Details
2.1 To agree to drawdown £12.5m from the Capital Grant Unapplied Account to fund the Harlow STC North to Centre scheme to completion.
2.2 To agree to add £12.5m to the 2025/26 Capital Programme to support the delivery of the Harlow STC North to Centre scheme through to completion.
2.3 To note that officers have requested an increase of £12.5m grant funding from Homes England for this scheme which has not yet been confirmed.
2.4 To note that should Homes England not agree to further grant funding, a capital prioritisation exercise will need to take place to enable re-prioritisation of the capital programme to ensure any funds utilised from the Capital Grant Unapplied Account can be repaid in full.
