2. Recommendations

Councillor Chris Whitbread – Chancellor of Essex (Cabinet Member with responsibility for Finance) 

2.1. To agree the existing £1.6m 2025/26 Capital Programme entry for PT Transport Advertising is to be funded from Department for Transport (DfT) Bus Grant Capital Delivery Expenditure Limit (CDEL) (Bus Service Improvement Plan (BSIP CDEL). 

2.2. To agree to add £1.4m in 2026/27 for Shelter Transformation Projects fully funded from DfT BSIP CDEL.

2.3. To agree to add £0.3m to the Capital Programme in 2025/26 for changes to the Real Time display estate, funded by Bus Service Improvement Plan (BSIP CDEL) grant.

2.4. To agree to add £0.6m to the Capital Programme in 2025/26 for Bus Stop Improvements fully funded from DfT BSIP CDEL grant.

2.5. Agree to commission works to purchase, install and enhance over 200 bus shelters across Essex at a cost of £1.6m in 2025/26 and a further £1.4m in 2026/27 through ECC’s contract with Bauer Media Outdoors. These works are part of ECC’s shelter’s transformation project.

2.6. Agree to commission the improvement works to bus stops through ECC’s contract with Bauer Media Outdoor, Essex Highways and Externiture Ltd at a value of £0.6m.  These works are part of ECC’s Bus Stop Improvement project.

2.7. Agree to commission the improvement works to RTPI at bus stops through ECC’s contract with JMW Systems Ltd at a value of £0.3m.  These works are part of ECC’s Real Time Passenger Information project.
