Enhanced Partnership Network Improvement Capital Investment Programme

DfT has agreed to ECC spending circa £3mn to develop and implement bus benefitting Highway Schemes across the County. A decision is required to approve a recommended package of capital measures to support the Bus Service Improvement Plan Delivery Plan

The package of measures have been discussed in principle with other Highways & Transportation Heads of Service and officers, through Tracker and to bus operators at the Enhanced Partnership Group. Individual schemes would be consulted on locally with members and stakeholders as appropriate according to the scale of the scheme as / when / if schemes progress towards implementation.

2. Recommendations

Councillor Chris Whitbread – Chancellor of Essex (Cabinet Member with responsibility for Finance) 

2.1. Agree to an addition to the capital programme of £3,029,682 in 2025/26 for capital expenditure on infrastructure improvements across the Essex bus network, fully funded by DfT Bus Grant (BSIP CDEL). The estimated capital spend profile is £757,421 in 2025/26 and £2,272,261 in 2026/27.

2.2. Agree to deliver the infrastructure improvements listed in Appendix B to this report to the extent that they can be delivered within the budget of £3,029,682 and to delegate to Director Highways & Transport to approve individual schemes provided that they are within the budget of £3,029,682. 

2.3 Agree to fund the capital programme entry in 2.1 of this report from the Bus Grant. 

2.4 Agree that the infrastructure improvement works will be undertaken by Ringway Jacobs through Essex County Council’s Highways contract 

2.5 To note that to comply with DfT funding requirements, delivery of these schemes to value of this funding will be included within the Essex Enhanced Bus Partnership.
