2 Recommendations

2.1 Agree to market the BNG units for sale in line with the sales strategy set out in paragraph 3.16 on such terms as to be agreed by the Executive Director, Climate, Environment and Customer in consultation with the Monitoring Officer. 

2.2 Agree to register sites with Natural England, once S106 agreements are in place. 

2.3 Note that the two pilot sites to deliver Biodiversity Net Gain (BNG) at Mersea and St Osyth will be encumbered and unable to be used for a 30-year period.

2.4 Note that Essex County Council will enter into S106 agreements with Tendring Council and Colchester City Council.  These set out Habitat Management and Monitoring Plans (HMMP) for the two Biodiversity Net Gain pilot projects at the sites identified in St Osyth and Mersea respectively. These agreements will ensure these sites are secured for biodiversity net gain for 30 years.
