2. Recommendations

2.1 Agree to draw down £375,000 from the Community Initiative Fund (CIF) reserve to fund the following:

• £125,000 to replenish the Public Health Grant which has funded the Essex Association of Local Councils running costs, funding an officer post and governance, legal and policy advice as well as training provided to Town and Parish Councils in Essex in the year 2025/26 
• £225,000 to fund the Community Initiative Fund, Community Grants Programme, the awards of which are approved by the Council based on recommendations from the CIF Funding Panel convened by the Essex Association of Local Council.
• £25,000 to fund the Emergency Community Initiative Fund which is managed by the EALC on behalf of ECC.

2.2 Note that the Director of Wellbeing, Public Health and Communities in consultation with the Deputy Leader and Cabinet Member for Communities, Economic Growth and Prosperity has authority to award CIF grants up to a total value of £225,000 based on recommendations made by the CIF Panel in 25/26.
