2. Recommendations

2.1 To agree and send to Castle Point Borough Council, the ECC response to the Plan consultation as set out in Appendices 1 - 5 and to endorse these comments as the basis for ECC’s written representations to be submitted to the Planning Inspector appointed to conduct the independent Local Plan Examination.

2.2 To confirm that ECC will continue to work closely with CPBC through the Duty to Cooperate (Duty) process (or any replacement process), to ensure ECC’s representations are addressed on strategic and cross boundary issues. In particular:

a. the Plan must be supported ahead of submission by an up-to-date Infrastructure Delivery Plan (IDP) that reflects the scale and distribution of growth in the Plan to be submitted for examination, which will need to be agreed with ECC as a primary infrastructure provider; and
b. the issues, observations and queries identified following the ECC review of the Transport Assessment (TA), Transport Assessment Addendum; and Green Belt Sites Assessment are addressed as part of a necessary update to the TA prior to submission of the Plan and any necessary amendments incorporated into the next iteration of the Plan. 

2.3 To agree ECC enters into a Statement(s) of Common Ground (SoCG) with CPBC, preferably prior to submission to demonstrate to an Inspector the areas of agreement and disagreement, and the steps undertaken to resolve issues of dispute. ECC will seek to support and defend CPBC at the Local Plan Examination wherever alignment and agreement enables this to happen.
