E-Petitions

The Council welcomes petitions and recognises they are one way in which people can let us know of their concerns.

All petitions should comply with our petitions policy and can be related to issues that affect the residents of Essex.

If you are considering raising a petition about a planning application or planning policy document you may find it helpful, before starting, to seek additional information by sending an email to: mineralsandwastedm@essex.gov.uk for applications or mineralsandwastepolicy@essex.gov.uk for policy documents. If possible, please quote the application reference or document title in your email and also please use it in the text of your e-petition if you decide to raise one.

By signing an e-petition you agree that your e-mail address may be shared with other signatories to that petition in any electronic correspondence to the lead petitioner.

Reduce the Speed limit from 40mph to 30mph through Langford Village

Reduce the Speed limit from 40mph to 30mph through Langford Village

It is government policy and the Essex Speed Management Strategy that a 30mph speed limit should be the norm in villages.

Langford Village formed of 25+ residential properties, church, village hall, museum, a hotel/restaurant and golf club is classed as a village within theses policies and strategies, therefore we petition Essex County Council to change the speed limits through Langford (CM9) from 40mph to 30mph.

We believe that the reduction of speed to 30mph will:

- Increase safety for ALL road users inline with SaferEssex Roads Partnership Vision Zero
- Reduce environmental impact within the village and wider environments
- Increase quality of life for those that live and work in Langford Village

This petition has been reviewed and the following response has been offered:

Dear Ms Wilkinson

Thank you for submitting the petition titled "Reduce the Speed limit from 40mph to 30mph through Langford Village" and I apologise for the delay in responding to you.

Reductions in Speed limits would have historically been addressed through the local County Councillor and considered by the Local Highways Panel (LHP) if deemed appropriate. However following a review of the Local Highway Panel (LHP) and Chairman’s Panel programmes, the LHP programme will continue for this year and the next financial year, with £6m of funding secured over the two years (2025/26 and 2026/27).

To support efficient delivery, consideration of new requests has been postponed, to focus on delivering the current schemes that have largely been fully designed and are ready to construct. LHPs will be tasked with identifying schemes that are deliverable and ready for implementation over the next two years. By using existing scheme lists, Panels can prioritise straightforward, deliverable highway improvements, to support with the reduction in overall process costs, and ensuring timely enhancements that benefit our local communities.

Each panel will meet at the earliest opportunity to select their schemes from the deliverable lists (those already designed and ready to implement), to a value roughly in line with their annual allocation. All LHPs will be allocated funding to deliver improvements in their local area, but because we are seeking to deliver outstanding Panel schemes, each Panel budget may not be exactly the same as previous splits and allocations.

Details relating to alternative routes to consider new, simple, straightforward requests for road safety and accident reduction/prevention related improvements will be made available in due course.
