E-Petitions

The Council welcomes petitions and recognises they are one way in which people can let us know of their concerns.

All petitions should comply with our petitions policy and can be related to issues that affect the residents of Essex.

If you are considering raising a petition about a planning application or planning policy document you may find it helpful, before starting, to seek additional information by sending an email to: mineralsandwastedm@essex.gov.uk for applications or mineralsandwastepolicy@essex.gov.uk for policy documents. If possible, please quote the application reference or document title in your email and also please use it in the text of your e-petition if you decide to raise one.

By signing an e-petition you agree that your e-mail address may be shared with other signatories to that petition in any electronic correspondence to the lead petitioner.

Pedestrian Crossing for Hilltop Infant & Hilltop Junior Schools Wickford

We the undersigned petition the council to consider the installation of a pedestrian crossing near to the junction of Beauchamps Drive and Hill Avenue, SS11 8NS

The roads around the Hilltop schools are incredibly congested at the times when the children are being dropped off or picked from the schools.

Although there are signs and flashing lights warning of children crossing, as well as zigzags outside both schools, this does little to reduce the speed of some drivers or their parking. Children are unable to cross safely unless they venture 0.4 miles up the road to the closest zebra crossing.

Thank you

This petition has been reviewed and the following response has been offered:

Dear Mandy Hayden

Thank you for the petition which was submitted requesting a pedestrian crossing for Hilltop Infant and Hilltop Junior Schools Wickford.

Essex has Local Highway Panel’s (LHP) in each of our 12 districts. The LHP is responsible for making the decisions about which local highway schemes to recommend for design, costing and implementation in their area. Each panel has a set budget and meets at least four times a year to review requests for their area and prioritise which ones to put forward for further validation and design.

The LHP, which consists of Local County and Borough/City/District Councillors, consider requests which have sufficient community support as long as there is some degree of justification for it, for example:

•    The scheme reduces casualties;

•    The scheme improves safety; and

•    The scheme represents good value for money.

In order for your suggestion to be considered you must contact your Local County Councillor, together with details of this suggestion, who will consider how to take this matter forward. Your Local County Councillor is Cllr Malcolm Buckley who can be contacted via email on cllr.malcolm.buckley@essex.gov.uk .

It should be noted that if your request or proposal is not supported then ECC would be unable to take this matter any further.

More information about LHPs including copies of agendas and minutes can be found on our website: https://www.essexhighways.org/Transport-and-Roads/Highway-Schemes-and-Developments/Local-Highway-Panels.aspx

I trust this is of assistance.
