Substantial Potholes on South Road, Saffron Walden Needing Repair

Inspect and repair three substantial, dangerous and unwanted potholes on South Road, Saffron Walden.

Essex County Council and Essex Highways define a pothole as "a hole in the road that is deeper than 50mm and 100mm across in two directions at right angles to each other (perpendicular)." Source: https://www.essexhighways.org/roads-and-pavements/potholes#pothole

South Road in Saffron Walden is a "County Road" as per the Highways Map on the Essex Highways site - https://www.essexhighways.org/roads-and-pavements/potholes#map.

According to the same site above, risk assessments are carried out on potholes and based on a number of factors to "identify the seriousness of the risk and consequently that appropriate level of response." Potholes are then given a score between 1 and 16.

There are three potholes on South Road, which fit the definition above. These are dangerous for drivers who risk their car hitting a pedestrian given the small width of the road, but also for children who are cycling to school. Already one child has come off his bike and arrived into school bruised and hurt because the potholes have not been addressed. Is this how to aspire for our kids to arrive into school? The potholes on South Road would likely score between 12 to 16 given their size and nature. This would require them to be placed into a programme of work with a timescale of work between "two hours and 3 days" for a County Road, based on the data is from the link cited above.

According to the Pothole Action Fund Report for 2021, which is on the same link above Essex Highways uses these HMEP techniques when it comes to dealing with potholes:

1. Intervening at the right time with preventative treatments such as Surface Dressing or Micro Surfacing to prevent potholes forming.

2. Getting it right first time with permanent repairs to reduce the cost of re-visit.

I'd say to Essex Council and Essex Highways teams that now is the time to intervene and to get it right so it doesn't happen again as per your own report findings.

Thank you for your petition regarding substantial potholes on South Road, Saffron Walden needing repair.

 

Unfortunately, you haven’t provided me with a specific location of the potholes you refer to and therefore I am unable to confirm if these have been repaired recently, or to check to see if they have been assessed in line with the Maintenance Strategy.

 

I can confirm that we are aware of issues with South Road, Saffron Walden, and presently it is in our forward programme of works to be treated as a machine surfacing scheme however it is not included within the coming years programme. Schemes such as these are prioritised for investment depending on the needs of the asset across the whole County and at present, we are not in a position to advise of a date for completion of the surfacing.

 

I can see that there have been some recent make safes completed along this road, and the potholes you are referring to maybe within those. We appreciate that the quality will not be the same as a permanent patch, and these are delivered as a follow up repair when resources are available.  We must remember that ‘make safes’ are meant to keep our highways open and available for use, the alternative is to close areas which is much more inconvenient to the road users.  They are lower cost than a permanent repair, mainly due to the differences in plant, labour and materials associated with each repair but also the duration of works and traffic management used during that period.

 

Please be assured we will continue to prioritise those works which pose the highest risk to drivers and pedestrians. Meanwhile, the road will continue to be monitored via our routine inspections, for any deterioration.
