20 is plenty for Ross Close

We, the undersigned, are asking that Essex Highways review their decision and install a zebra crossing on Ross Close, by the Katherine Semar Primary school as previously agreed and to consider reducing the speed limit in Ross Close to 20 mph.  Our campaign is ’20 is plenty for Ross Close’.

Ross Close is a very busy road utilised by families of Katherine Semar school as well as users of the busy Golden Acre Community Centre and Herberts Farm.  There is a popular playground at Golden Acre Community Centre directly opposite the school, which is used at all different times during the day, not only before and after school, but also during the school day by pre-school age children and their families.

Golden Acre Community Centre and Herbert's Farm are used daily for a wide range of local groups - the majority of which are for children. 

As you have stated in your response to Cllr Gadd on this subject, there are waiting restrictions outside the school but since this isn’t enforced then parents have no choice but to cross the road between cars, which everyone knows, is a very unsafe practice.  A formal crossing point would encourage all pedestrians to cross at the safest point and thereby keeping our children safe from harm.

We acknowledge that, of course, the road has peak times of usage however the road has hundreds of houses with driveways that back directly onto to road and several other heavily populated roads leading off creating other dangers to fast moving traffic and pedestrians. Currently pedestrians are crossing anywhere along the route (including the blind corners).  If the agreed zebra crossing was installed then pedestrians would have a safe place to cross and all road users would see, in advance, if the road is clear, This also aids parents who are educating their children in road safety, where and when to cross a road.

We are appealing to you to install the crossing and make Ross Close a 20 MPH zone and to keep the safety of the community at the heart of your decisions before someone is injured on Ross Close.

Dear Resident of Ross Close,

 

Thank you for your petition regarding the installation of a crossing in Ross Close and reduction of the speed limit.

 

Requests such as this are dealt with by the Local Highways Panel (LHP). Essex has LHPs in each of our 12 districts. The LHP is responsible for making the decisions about which local highway schemes to recommend for design, costing and implementation in their area. Each panel has a set budget and meets to review requests for their area and prioritise which ones to put forward for further validation and design. 

 

The LHP, which consists of Local County and Borough/City/District Councillors, consider requests which have sufficient community support as long as there is some degree of justification for it, for example:

 

•    The scheme reduces casualties;

•    The scheme improves safety; and

•    The scheme represents good value for money.

 

In order for your suggestion to be considered you must contact your local County Councillor, together with details of this suggestion, who will consider how to take this matter forward. Your local County Councillor is Cllr Paul Gadd who can be contacted via email on Cllr.Paul.Gadd@essex.gov.uk.

 

It should be noted that if your request or proposal is not supported then ECC would be unable to take this matter any further.
