E-Petitions

The Council welcomes petitions and recognises they are one way in which people can let us know of their concerns.

All petitions should comply with our petitions policy and can be related to issues that affect the residents of Essex.

If you are considering raising a petition about a planning application or planning policy document you may find it helpful, before starting, to seek additional information by sending an email to: mineralsandwastedm@essex.gov.uk for applications or mineralsandwastepolicy@essex.gov.uk for policy documents. If possible, please quote the application reference or document title in your email and also please use it in the text of your e-petition if you decide to raise one.

By signing an e-petition you agree that your e-mail address may be shared with other signatories to that petition in any electronic correspondence to the lead petitioner.

Pedestrian Crossing at Kirby Primary Academy

Ensure the safety and wellbeing of our pupils at Kirby Primary Academy by putting in pedestrian crossing outside the school.  This will reduce illegal parking, congestion outside the school and provide a safe crossing for our pupils.  .

Halstead Road is an increasingly busy road and cars, lorries and buses are often driving faster than 30mph and having a crossing would reduce the speed of vehicles as well, making it safer for our families.

This petition has been reviewed and the following response has been offered:

Dear Ms Byles

Thank you for submitting the petition titled "Pedestrian Crossing at Kirby Primary Academy".

Small Highways improvements such as this can be delivered through our Local Highways Panels, (LHPs). These panels are responsible for deciding which local highway improvement schemes should be prioritised for delivery in their respective areas. The Panels are made up of County Council Members and, in some areas, a number of Councillors from Borough, City or District and/or Parish Councils are invited to attend to share local knowledge and information.

Each LHP meets on a regular basis to discuss and consider highway improvements within their areas.

Each Spring they meet to determine which schemes should be prioritised for delivery within their annual allocated budgets. Scheme requests for delivery in 2024/25 have been considered by each Panel and, unfortunately, any new requests made after this time will not be able to be delivered during 2024/25.

I understand, in this instance, that the local ECC Councillor, Mark Platt is in direct communication with you and our School Crossing Patrol Officers in regard to such concerns, to which we had a PV2 survey undertaken just a week or so ago. I do appreciate that you have already raised this with the Cllr, however the Local Highways Panel is the only team with the available funding for any such investigations/implementations and therefore this would be your only route.

Details of the Local Highway Panels can be found on our website. Please do continue to liaise with Cllr Platt for any updates.

Kind regards

Tom
