Petition: Install a zebra crossing on Colchester Road, Halstead
Thank you for presenting this petition on behalf of your local community.
A request such as this would have historically been considered under the Local Highway Panel programme. However, following a review of the Local Highway Panel (LHP) and Chairman’s Panel programmes, the LHP programme will continue for this year and the next financial year, with £6m of funding secured.
To support efficient delivery, consideration of new requests has been postponed, to focus on delivering the current schemes that have largely been fully designed and are ready to construct. LHPs will be tasked with identifying schemes that are deliverable and ready for implementation over the next two years.
By using existing scheme lists, Panels can prioritise straightforward, deliverable highway improvements, to support with the reduction in overall process costs, and ensuring timely enhancements that benefit our local communities.
Each panel will meet at the earliest opportunity to select their schemes from the deliverable lists (those already designed and ready to implement), to a value roughly in line with their annual allocation. All LHPs will be allocated funding to deliver improvements in their local area, but because we are seeking to deliver outstanding Panel schemes, each Panel budget may not be exactly the same as previous splits and allocations.
Details relating to alternative routes to consider new, simple, straightforward requests for road safety and accident reduction/prevention related improvements will be made available in due course.
