Compel Essex Highways to Safeguard Railway Crossing at Mountnessing Road

Hello,

<p

These are my concerns over the safety at the railway crossing in Mountnessing Road</p

I did raise a petition at change.org but I have been told this is not relevant to anyone; although signed by 575 Billericay people.

A recent planning application is to allow 480 new homes to be built at land at the junction of Mountnessing Road and London Road in Billericay. The application suggested that Essex Highways deemed the railway crossing in Mountnessing Road as safe for pedestrians, cyclists, wheelchair users and mums or dads with buggies and pushchairs. The onus was on Essex Highways to suggest that this railway crossing met impact assessments relating to an additional 480 homes and associated people and traffic etc.

I am suggesting that this is not the case, and the footpaths along the sides of the road are too narrow, the footpaths leading to the crossing are not safe for wheelchair users, or wide enough, that the DDA act and Equality acts expect reasonable adjustments to be made in any new planning applications which has not been assessed correctly and safely.

In essence, the crossing is unsafe for traffic hence a recent accident closing this stretch of road for some days, let alone children and cyclists trying to cross this bridge at any time during day or night, and I implore that Essex Councillors ensure that Essex Highways, along with Network Rail, make a safe crossing at this bridge for pedestrians, and also to reduce the speed of traffic where vehicles can drive at 30mph inside the law over an unsafe stretch of road which is blind at this speed.

This petition has been reviewed and the following response has been offered:

Dear Mr Wilding

I write in reply to your petition entitled: Compel Essex Highways to Safeguard Railway Crossing at Mountnessing Road.

Essex Highways have advised that the access arrangements for the proposed development were considered as part of the planning application process. I understand that the bridge in question carries vehicular and pedestrian traffic over the railway line and it is not possible to lower the bridge structure due to the presence of overhead electricity supply for the rail network.  Officers confirm that there footways are present on both sides of the carriageway (picture attached for reference) The footway on the western side, which is also the site development side, varies in width from 1.5 -2m in the vicinity/approach to the bridge. The footway on the eastern side varies in width 1.2-1.5m. Unfortunately there is no opportunity to widen the existing facility on the bridge nor the provision of alternative arrangements at this location.

However further enhancements including a new shared footway cycleway on northern side of London Road to connect the site into the Hilary Mount area, in addition to signalisation of the London Road and Mountnessing road junction to include light controlled pedestrian/cycling phase, to facilitate safe crossing have been secured. These improvements will improve connectivity along the London Road corridor from the site to facilitate movements of pedestrians and cyclists to local services and facilities.

There is also an alternative arrangement (footbridge over railway via steps picture attached) available to the east and can be accessed from The Avenue, which provide another direct route to Radford Way.

I appreciate that this will not be the hoped for reply, but I hope that this information is helpful.
