Rather than enforcing a blanket removal and punitive measures, we urge the Council to:
1. Develop and implement a clear, safe, and regulated framework that allows for the responsible display of flags in public spaces.
2. Work collaboratively with residents and community groups to designate appropriate locations and approved installation methods.
3. Ensure that any flags displayed meet strict safety standards, including secure fixings, appropriate materials, and regular maintenance requirements.
4. Provide a permitting or licensing system so that flags can be displayed legally and safely, reducing risks while supporting community expression.

Justification
While concerns about safety are valid, a complete ban and enforcement-focused response fails to address the underlying community interest in displaying flags and risks alienating residents.
A regulated framework would:
• Improve public safety by ensuring all flags are installed using approved, durable materials and methods.
• Prevent hazards such as loose or fallen flags by introducing maintenance and accountability standards.
• Reduce unsafe behavior, such as residents attempting to remove flags themselves.
